  根据建设项目环境影响评价审批程序的有关规定,我局对保德县农村饮水安全巩固提升项目——讲家沟韩家川集中供水工程项目环境影响报告表进行了审查。

  关于《保德县农村饮水安全巩固提升项目——讲家沟韩家川集中供水工程项目环境影响报告表》的批复 

    

保德县水利局: 

  你单位报送的《保德县农村饮水安全巩固提升项目——讲家沟韩家川集中供水工程项目环境影响报告表》(以下简称“报告表”)审批手续的申请及相关资料收悉。经研究批复如下:                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                        

  一、该项目主要为水源井工程、提水泵站及管理站工程、蓄水池工程、供水管线工程组成工程总投资4797.08万元,环保投资205.58万元,预测取水量1735.14m3/d管线长度 82.737km。 

  讲家沟供水工程位于保德县腰庄乡、东关镇、杨家湾镇,总占地313.7亩,其中永久占地1.7亩,其余为临时占地。讲家沟集中供水工程水源地位于讲家沟村西沟谷底部,拟定主井、备用井各一眼, 井距约 300m,设计井深 550m 

  韩家川供水工程位于保德县桥头镇、韩家川乡、孙家沟,总占地856.1亩,其中永久占地2.7亩,其余为临时占地。韩家川集中供水工程水源地位于羊路河村下游 850m处,与136县道相交,拟定主井、备用井各一眼,井距约 280m,设计井深 750m。 

  该项目在落实环境影响报告表提出的各项环境保护措施后,可以满足环境保护相关法规和标准的要求。我局同意该环境影响报告表。 

  二、项目建设和运营中应重点做好以下工作: 

  (一)加强施工期环境管理。严格按照“报告表”要求落实各项环保措施,施工期生产废水收集淀处理后回用,禁止外排; 施工建筑垃圾应分类处理,尽可能回收利用,无法利用的转运指定弃渣堆场,不能外排加强施工期各项环保设施运行、维护和管理,确保正常运行。  

  (二)合理安排施工作业时间,加强施工车辆管理,加强施工道路清扫和洒水降尘工作,消除和减轻扬尘、噪声对周围环境影响,避免噪声扰民事件发生。 

  (三)加强水源地的保护。依照相关规定,划定保护区,确保饮用水源安全。 

  (四)施工场地合理布置,控制和减少因工程开建等活动对工程区植被带来的影响和破坏,及时采取措施进行生态环境恢复建设。执行水土流失防治措施及施工迹地恢复措施,建设符合设计技术规范的水土保持设施,并做好复植工作。 

  三、项目开工前,必须依法完备行政许可相关手续。 

  四、项目建设严格执行环境保护设施与主体工程同时设计、同时施工、同时投入使用的“三同时”制度,建成投运前及时报忻州市生态环境局保德分局,按规定完成竣工环境保护验收,后方可正式投入使用。 

  五、你单位在收到批复20个工作日内,应将批准后的环境影响报告表报送忻州市生态环境局保德分局,并按规定接受各级生态环境部门的监督检查。 

  该项目由忻州市生态环境局保德分局负责日常监督管理
